On July 10, Chatham Borough has joined Parsippany, Mountain Lakes, and Montville in passing an amendment to a code ordinance designed to regulate, rather than simply prohibit, oil and hazardous material pipelines in their communities. The amended ordinance protects Chatham Borough’s infrastructure and water supply better than land-use ordinances by specifically banning oil and hazardous substance pipelines within residential zones and setting clear restrictions on conditional uses in other zones.
